Is the JR Pass Still Worth It?
Since the 2023 price rise, a 7-day JR Pass costs ¥50,000 online. It pays off on long Shinkansen loops, rarely on a simple Tokyo–Kyoto return.
The short answer: for most first-time itineraries built around Tokyo, Kyoto and Osaka, the nationwide JR Pass no longer pays for itself. Since 1 October 2023 a 7-day Ordinary pass has cost ¥50,000, against ¥29,650 through sales agencies before the rise. A simple Tokyo–Kyoto return on the Shinkansen comes to well under that. The pass still wins on long, fast loops (Tokyo to Hiroshima or Fukuoka and back, or north into Tohoku), and for travellers who value the freedom to hop on trains without buying tickets.
Here are the current prices, what the pass covers, and the maths.
Current JR Pass prices
The JR Group sells the pass two ways, and from 1 October 2026 they no longer cost the same:
- Online, through the official JAPAN RAIL PASS Reservation site, priced in yen. JR says these prices are held “for a limited period” and will announce when that ends.
- Through overseas agencies, as an Exchange Order paid in local currency. These prices rose on 1 October 2026.
| Pass (adult) | Online | Overseas agency (from 1 Oct 2026) |
|---|---|---|
| Ordinary, 7 days | ¥50,000 | ¥53,000 |
| Ordinary, 14 days | ¥80,000 | ¥84,000 |
| Ordinary, 21 days | ¥100,000 | ¥105,000 |
| Green, 7 days | ¥70,000 | ¥74,000 |
| Green, 14 days | ¥110,000 | ¥116,000 |
| Green, 21 days | ¥140,000 | ¥147,000 |
Children aged 6 to 11 pay roughly half. JR’s pricing rule is that the price in effect when you pay online, or when your Exchange Order is issued, is the one that applies. These prices change; check japanrailpass.net before quoting.
Green is first class. Passes run for 7, 14 or 21 consecutive days.
What it covers, and the Nozomi catch
According to JR’s scope-of-validity page, the pass covers JR Group Shinkansen, limited express, express, rapid and local trains, plus BRT. It also covers JR local buses (not express buses), the Tokyo Monorail, the JR West Miyajima ferry (a ¥100 Miyajima visitor tax applies) and short sections of some third-sector lines.

Since 1 October 2023, pass holders have been able to ride them by buying a special ticket sold only to pass holders. JR’s published prices:
| Section | Nozomi/Mizuho ticket |
|---|---|
| Tokyo – Nagoya | ¥4,180 |
| Tokyo – Kyoto / Shin-Osaka | ¥4,960 |
| Tokyo – Hiroshima | ¥6,500 |
| Shin-Osaka – Hakata | ¥4,960 |
| Hakata – Kagoshima-Chūō | ¥5,150 |
The same price applies to Green, reserved and non-reserved seats, but only Green pass holders can buy Green seats. The ticket is sold from one month before travel, at JR ticket offices and reserved-seat machines in Japan, and only for days covered by the pass. The alternative is free: Hikari, Sakura, Kodama and Tsubame trains on the same lines are fully covered.
JR Central also makes Nozomi all-reserved during major peak periods, so during holidays pass holders should reserve early or plan on Hikari.
Route maths: when it pays off
The fares below are adult, one-way, reserved ordinary-car prices on smartEX, the online booking service of JR Central, JR West and JR Kyushu, as published “as of April 1, 2025” for the regular season. smartEX adds ¥200–400 in peak and top seasons and takes ¥200–400 off in off-peak periods. Fares change; check smartEX or a JR ticket office before relying on these.
| Return trip from Tokyo | Nozomi | Hikari | vs 7-day pass (¥50,000) |
|---|---|---|---|
| Kyoto | ¥27,940 | ¥27,300 | Single tickets cheaper |
| Shin-Osaka | ¥29,040 | ¥28,400 | Single tickets cheaper |
| Hiroshima | ¥39,120 | ¥37,420 | Single tickets cheaper |
| Hakata (Fukuoka) | ¥47,220 | ¥45,100 | Close to break-even |
Three takeaways:
- Tokyo–Kyoto–Osaka in a week doesn’t justify the pass. Even with local JR trips added, most travellers will spend well under ¥50,000.
- Going as far as Hiroshima or Fukuoka and back gets close. Add side trips, such as Himeji, Nara or the Miyajima ferry, or an airport transfer on the Tokyo Monorail, and the pass can come out ahead.
- On a 14-day itinerary, check the 14-day pass against two regional passes. Often one regional pass for each half of the trip is cheaper.
For a Kyoto-heavy itinerary, local trains and buses matter more than the pass. See our guide to where to stay in Kyoto.
Regional passes worth comparing
- JR East JR EAST PASS. Introduced on 14 March 2026, replacing the separate Tohoku and Nagano/Niigata passes. It costs ¥35,000 for 5 consecutive days or ¥50,000 for 10 (children ¥17,500 / ¥25,000). It covers all JR East lines, including the Shinkansen to Tohoku, Nagano and Niigata, plus some partner lines. It suits ski trips and northern routes. JR East also lists the JR TOKYO Wide Pass at ¥16,000.
- JR West Kansai Area Pass. Covers JR West local, rapid and special rapid trains within the Kansai area, plus the Haruka airport express in non-reserved seats. It does not cover the Shinkansen. Check JR West for current prices and durations.
- JR East-South Hokkaido Rail Pass. From 14 March 2026 its coverage was extended to Tohoku and Niigata, at ¥40,000 for 6 days (child ¥20,000), according to JR East. Compare it if your trip runs north from Tokyo into southern Hokkaido.
Winter travellers heading for Nagano or Tohoku snow should start with the JR EAST PASS; see our Japan in winter guide.
Where to buy
Buying online from JR is now the cheapest way to get the nationwide pass. Exchange Orders from agencies are still sold, including by Pelago, the Singapore Airlines Group’s activities platform. Pelago sells the pass as a printed Exchange Order mailed to you, to be exchanged with your passport at a JR office within 90 days of issue. Agency prices since 1 October 2026 are higher than JR’s online price. Compare the total in your currency before booking, and remember Pelago bookings can earn KrisFlyer miles, which some travellers will value.
The pass must be in the traveller’s own name, matching their passport.
